I recommend, Composite material can be used because it shows good resistance against seismic forces.
Whether it may be steel or concrete composite.Best example is structural insulating panel and insulated concrete foam.
In Mendoza, province in western argentina, prone to teluric movements, they use a lot of steel rods to reinforce the concrete, at least in houses. More expensive but safer.
It might be better to outlaw tall buildings, have plenty of parks. That is the tendency in Mendoza.

Well, specially in pillars they use four vertical rods, linked together, to form a square as seen from above. Cross links between
pillars have horizontal rods. Walls have these horizontal rods, usually linked to pillars. This just for houses.
