Can't the threshold value be used in the Dematel-based ANP method?

Considering only threshold values in the total relationship matrix in Dematel, I cannot integrate Dematel with ANP. Because cells more minor than the threshold value receive the value zero. I encountered a 0/0 situation during the normalization process of this matrix. What do you think I should do in this situation?
