Writing a PhD thesis is quite a challenge, and if the student can publish before its completed, then I think it will be easier to complete the task with a better quality. It used to be that in some countries such as UK, that a student will have to publish before a PhD is awarded. Of course, the publication should be of good quality, showing graduate analysis and creative ability.
Conference presentation can be very helpful. There the PhD candidate will get sometimes helpful suggestions about errors of commission and omission.

It may be that the question depends upon if the thesis is a monograph or a series of papers. Mostly - these days - a PhD dissertation IS presented as a collection of papers - and a summary of them at the beginning of the thesis -, and in that case it is completely clear that the PhD student will need to learn how to write journal/conference articles. That ought to answer the question about paper-oriented theses.
If the dissertation is written as a monograph (which indeed was my own case) then it will most probably be difficult to have time to publish this monograph as a stand-alone book with a reputable publisher. In order to establish that the material in this monograph is good enough, I think the best thing to do is to extract and publish a few articles from the monograph. This strategy should be yield the wanted result - a happy thesis committee and opponent. :-)
In my opinion there is no doubt that publishing during the PhD study is preferable for both PhD students and the overall productivity of papers.
There are several advantages of writing papers during the study: Firstly, writing papers and receiving responses from reviewers is very developing and likely to influence the PhD students’ further work. Secondly, having accepted papers is very confidence building for PhD students and is a great way to ensure that the final thesis defense will be passed without difficulties.
Scientific papers are by far the most important method of communication in science. To delay the writing is like proposing that school children should not talk until they pass their exam.
