Yurii V Geletii, as per text-books and information available on Wikipedia, a buffer solution can be produced by a weak acid or weak base with its conjugate salt. Following some facts from your answer, hydrazine is a weak base. So, it should be a potential candidate to prepare a buffer solution. Kindly correct me if there is some mis-connectivity in my understanding of the concept.
Looking forward to a more elaborated answer. Thanks.
You are right. Mixing equal amounts of hydrazine and hydrazine chloride you will get a buffer with pH 8.1. The same buffer can be prepared from 2 eqs of hydrazine (weak base) and 1 eq HCl (strong acid).
