Can two particles height can be considered as same in AFM image analysis irrespective of their location from the reference surface?

Let us consider case of image attached giving histogram of particles distributed over the substrate. Is it only two particles of same sizes being deposited in valley and on some height? Here, with reference to image attached, can you please explain the absolute maximum and minimum sizes (height) of nanoparticles without having +ve or -ve with sizes.
