I have given tool is 3d shell ,deform able to create it and in boundary condition velocity/angular velocity in( v1 ) input value given other variable mention zero (0)
but the tool did't move to given value. It moves small distance then it will be back what is reason behind it? what parameter want to be given?

I agree as Basit says use PTC Creo the new version of Pro Engineer. But you have to run static analysis and then include it in vibration/dynamic analysis. In case you have access to ABAQUS, you could see it is easier to create composite model and configure static or dynamic steps. I would have preferred it.
