I have being searching for three weeks now to find a possible solution using remote sensing. This application is for a vineyard 200m by 300m or even bigger. It has a a surface drip irrigation system installed under the grapevine's canopy. I understand worldview 3 has the best resolution, 3.7/7.5 meter and it has SWIR Sensor on-board. Since it is possible to estimate the soil moisture and may be other properties of the plant using SWIR. Can anyone suggest an algorithm or a research paper for such application?

I think that even a few meters spatial resolution of a spectral satellite will not be enough here,
I would focus more on radar satellites like Sentinel-1, you'll have a much better resolution, only the data needs calibration and correlation with measurements
Recently, Sentinel-1 has worked in conjunction with SMAP (Soil Moisture Active and Passive) to help achieve a more accurate measure of soil moisture estimates (doi: 10.1002/2017GL073904)

you wrote earlier that worldview3 has a resolution of 3-7m, and now that 0.5m - probably it is not so good, and it is commercial
everything is a matter that you have to hit the pixel range in the soil, so that the plant does not spoil your result
