I am often being told that SNA cannot be used for policy evaluation, however I am not so convinced about this. I wonder how this unique set of relational measures can help monitoring policies.

I also used SNA to "evaluate" the impact of land reform in Vietnam but I would like to better understand what type of relations we should look at in order to gain a realistic picture of the policy to be evaluated. As you know, network results strongly depend on the type of ties are analyzed.
I agree property rights are an essential relation to look at when assessing the impact of infrastructural projects. Particularly so, given the amount of land that is being grabbed and the level of the corruption involved. I wonder whether it would have been possible to gather information on land contracts (buying and selling) in Chotiari.
