What about ph meters or indicator papers??
I am not very sure about what do you mean with "decanted from a cell culture".
If you want to measure the medium PH, you have different PH-meters (digitals, paper-based...)

Decanted means discarded. In other words: the old and used medium, which should be very acidic.
all conventional methods are suitable.
you just pay attention in measuring as soon as you decant, because temperature and/or air fastly imbalance the pH of the medium.
