Can anybody suggest me a water base paint(or solution) that has a few surface energy?

I am looking for a paint (or solution) that has a water base properties plus a few surface energy. And additionally available in market.

I find perfluoromethyle acrylate co-polymer (PMCs) but they are expensive for large scale.

In general, water-based paints have higher surface tension than solvent-based coatings. I am not sure what is your substrate, but most commercially available water-based wood coatings and stains have surface tension of around 30mN/m, if that is the range you are looking for.
