This conversion is done on a very large scale commercially using the enzyme xylose isomerase, which also acts on glucose to convert it to fructose. To compete economically, your process would have to be more efficient. This means you will have to use bacteria that consume neither the fructose nor the glucose. They will also have to carry out the conversion without using nutrients that would need to be added and subsequently removed. If you can find bacteria that do this, perhaps in immobilized form, and that do it with a better equilibrium product than the current High Fructose Corn Syrup, then you may have something.
