I would say optimizing in HEC-HMS is partially like calibration or even a step for sensitivity analysis. However, note that auto-optimization in HEC-HMS seldom gives you the best results in terms of model performance statistics (NSE, PBIAS and so on). It is incredibly slow when you take many years for optimization (generally we take few years of data which is representative of catchment: somehow normal years). So, optimization followed by manual adjustment of parameters is a calibration in HEC-HMS
