What is near atomic resolution? In order to observe the quartanery structure of proteins or to observe the interaction between different proteins in a complex, what should be the resolution in Cryo EM?

The resolution needed to observe individual proteins in complexes depends on the size of the proteins. Secondary structure can be resolved at ~7 Angstroms, so you ought to be able to make out quaternary structure at about 10 Angstroms for small proteins. Near atomic resolution is at about 3 Angstroms.
