RJAGS (Winbugs / Openbugs) is a nice free software to carry out Bayesian inferential analysis. However, it seems that the applications are strongly tilted towards non-time series, cross-sectional / micro applications.
Time series are known to mix very slowly in JAGS. The rather new STAN system of Gelman and colleagues appears to be better suited, see this post:
