I do not know your area of research in Scopus, but usually where money does not play roll it is the quality what defines the article acceptation. Luck in your search!
I guess you talk about an open access journal without author fee? If you already have the title and abstract for your article, you can use the following tools from Elsevier and Springer to help you pick a right journal among those that belong to the respective publisher

The output of these tools shows inter alia average article processing times and impact factors of the journals, and usually also publication fees and/or open access fees. In many cases you can publish free of charge if you agree that your article is NOT open access (i.e. available only to journal subscribers), but you should check this for any given journal separately.
Once you make a short list of potentially suitable journals, you can check whether they are covered by Scopus here

One that I have tried is Transcultural Nursing Journal. Although one of my article is rejected by them. I won't give up. At least I have experienced in submitting article in this respected journal. I will keep go on to improve my manuscript.
May I know what major you are in nursing? I am focusing my research in Gerontic Nursing and Educaton. In 2016, I received research award from Ristekdikti under Penelitian Dosen Pemula Scheme and it is suggested to be published in scopus indexed journal.
