Basic microbiology, determination of ani microbial activity using Zone of inhibition and Minimum inhibitory concentration. We are planning to use food pathogens and pathogens in general. What about food preparation and testing microbes in it?

It depends on type of laboratory: education, research or service. In all cases biosafety requirements should be important.
yes there is norms, setting of any laboratory with set of goals is important because whether your setting it for industry or education needs. whatever it may be bio safety requirements are impotent here. There fore you can refer "Laboratory Biosafety Manual" .
