There are several online tools that you can use to predict the binding of a viral miRNA with the 3' UTR region of a human mRNA. Some examples include:

miRDB: This is a comprehensive database of miRNA target predictions and functional annotations. It allows you to search for target genes of a specific miRNA, and also provides information on the predicted binding sites and the strength of the interaction.

TargetScan: This is a widely used tool for predicting miRNA target sites. It uses a combination of conservation, thermodynamics, and mRNA structure to predict the likelihood of miRNA binding.

miRTar: This tool uses a machine learning approach to predict miRNA target sites. It allows you to search for target genes of a specific miRNA, and provides information on the predicted binding sites and the strength of the interaction.
