Do you know a methodology or indicators which help compare urban development projects based on project characteristics, e.g. project budget, project aims, project partners, etc.? I do not aim to compare performance of the projects. I am more interested in the projects themselves. Although my interest is smart city projects, I think the comparison criteria that I want can fit to any project.

I don' t know a general method to do it (a part from the classic MCA) or a specific set of indicators. In my opinion you need to set first a comparison framework (a common target set that let you to compare the projects).
So, I would first set a target for the projects (for example: sustainable development, smart city transormation, etc...) from which I would derive a set of measurable indicators. Then I would calculate how much the projects contribute to reach the target and rank them. You can do it with several methods (i.e. MCA...).

I think your target is very general and you need a little bit more specific about Urban Development Characters. It could comprise a broad field of science, for example, Cultural, Historical, Human friendly, Environmental friendly, and so one. Based on the target first you should extract the main characters, then you can define the drivers that effect on the quality of characters and finally you will define value for each drivers. I agree with the previous advice given. Additionally, once you have developed a framework containing the aspects of projects that you want to look at, and a certain dependent condition/variable/characteristic that you are interested in, you might think about applying Qualitative Comparative Analysis (QCA) to your research. This systematic method allows you to compare a medium-n of cases on a medium-n of aspects. It allows combining qualitative and comparative data in a systematic manner. Results produced point to combinations of aspects that are necessary and/or sufficient for your outcome of interest. You can find information about this method on www.compasss.org. I have also attached an example of a study. You can also use QCA for ideal type analysis. I hope this is helpful.
