I think rather than planning for publishing paper, one should plan for a better quality research. Normally when we set target in terms of number of articles, quality may get compromised because we are aiming for more publications rather than quality. To me if one could publish 1-2 quality papers, it is better than having more papers with less quality. My point is quality should be the focus not quantity. Moreover, usually good quality journals take more than 6 months (in many cases) to review an article. With this kind of constraint, how one can set a big target.
Dr. Atta ur Rahman - The solution to "6 months (in many cases) to review an article" is straightforward - have several manuscripts in review simultaneously.
My goal to make about 10 papers in 2019 is dictated by the quota for PhD to have 3 papers during the study period. I think it is difficult to overview more than 10 papers per year.
In a reality IEEE Transactions need more the 6 months for papers to be published with reviwers time and answers and revisions (Y). This is my experience.

I also think not only the quality of the research but also the research method and area of specialization affect the number of research that can be planed to completed and published during the year, in my opinion it is possible in social research to accomplish 2-3 research

I do not prefer repeating the same topics in my field of specialization so my efforts will be limited to modern topics that do not exceed two topics only
