I got this email below from the editor of an IEEE journal.
Does it mean I should rewrite the paper highlighting the novel parts and resubmit back to them or resubmit to another journal?
"The main results are presented in Section III, and there are very limited new ideas in the design scheme (the technique and method are very standard without any theoretical novelties). The main results presented in this paper can be seen as a straightforward extension of some existing work, see for example, [3, 5, 11, 12]. In general, the contribution from this paper is very marginal, thus not significant and sufficient to be considered for publication in this journal."
Decide for yourself whether this judgement is factually justified or not. The decisive question for you is whether you think your contribution brings something new or just something that is known and others have already said. I know of similar situations at meetings with students who submitted the preprint of a scientific paper to me for evaluation. It could happen that I said: Distinguish three factors in this one. 1) The status of the discussion of the question of your study. 2. the hypothesis they want to test with their work, - as well as the method they want to test the hypothesis (qualitatively or quantitatively). 3. the result of their review, which they then critically discuss themselves as to whether it corresponds to the expectation contained in the hypothesis or not. If they clearly work out these 3 factors in our study, then their result will be important, even if you could only confirm what others before you already suspected. But they must have a clear hypothesis that they are investigating and that goes a small step further than what has been known about the subject so far. Methodically, it is inadmissible to claim in the end that your study has found something new, but that is nothing new or new at all. It is also wrong to introduce new points of view into the results of your study afterwards.
When you submit elsewhere, you may wish to indicate more clearly the novelty/contribution of your manuscript.
