Would VECM or TVAR be an appropriate econometric model to use to measure the impact of medico-legal claims on health financing?

I am searching for an appropriate methodology (preferably econometric) to measure the impact of medico-legal claims on health financing in South Africa. I am thinking either Vector Error Correction Modelling (VECM) or Threshold Vector Auto Regression Modelling.
