My group has been doing that for the last months, with the same laser 405 nm. We found that 20 ms irradiation of the laser at a power of about 1 mW (making a spot of about 70 micrometers diameter) successfully reduces graphene oxide.
However, we didn't do it on free-standing films but films deposited on glass and Au-coated glass.
You can also quickly inspect with an optical microscope the result of reduction (it will appear blackish or metallic-like).
