Speed of light is measured by noting start time and time it reaches at final destination in observer's frame and light is not tracked during its journey from start to finish. Hence it is constant (No time delation). If we measure speed of any other object by noting its starting time and time at reaching the destination in observer's frame travelling at different speeds and do not track in between there will not be any time delation.
