Some friends and colleagues mentioned that these journals pay money to the reviewers but most of them never pay. I have been reviewer for many journals but never ever be paid by them.
For a journal to be indexed by Scopus, then the journal must have attained a success that could attract sponsorship from private organization. Charging money for publication to me indicate the tendency of the journal to make profit.
That's a good question, and has always been my question too. But, honestly I don't know the policies of different journals regarding publication fees. I'd be thankful if somebody can provide a comprehensive explanation in this regard.
Up to my knowledge, in, reputed journals only open access publications are chargeable. Otherwise author need not pay any publication charges. Such journals collect the expense for the publication (and profit) from its subscribers. If the journal is not reputed, it may not have much subscribers, so they go for collecting fee from authors and publish the papers in open access stream. However, some journals have university/Gvt. funding and they don't demand any charges.
However, there are 2 models of this business, open access journals which allow readers to read for free, and writers to pay to get their work published, and the other model allow readers to read through pay walls, and writers do not have to pay.
Both models are designed for business only and not for science, and even those with the highest ranks when they maintain good review process their intention is not the science it is the business, just to stay in the market and name their prices based on the quality of the papers that they have.
So we do the whole job, read, write, review, proofread and edit for free and we pay to these journals either when we write our own works or when we read our own works, and guess what the publishers do not do anything, just the cost of a website which is very cheap in today's technology in addition to making rules and business decisions.
This is not the whole story, the curse of impact factor urges journals (those who want to be of high quality) to accept less papers and reject 80-95% of the submitted papers, not only this but also they postpone publishing to reach 1-2 years, and the first decision to reach 6 months to 15 months, regardless the fast reply from reviewers which never reached one month as the systems dictate such a period, so why the delay, here the dirty business comes to play, to make the science backward for 2 years to be seen and build up on.
The moral of the story, we (the researchers) have got the best brains in the world and stay still waiting for an idiot publisher to play with us and make millions by taking advantage of our work, time and nerves.
Scopus journal have their basic end for their publication & their articles are useful to the readers of their liking when they come across or they wish to have the same for their interest & the knowledge & as such it is birth natural they would like to pay for their publication .
The high level Journal (for example ISI Journal) have a good fund from the universities or government. Most of the new Journals ( Scopus or not Scopus) they not have enough money so they take fees publications.
I think it is a profitable organization and it is based on collecting money after most of the researchers have become hot behind these magazines, and because some universities are starting to impose on their faculty members to be published in magazines with high coefficient of influence, as is the case in our university.
There are certain publication charges that are definitely required to run a journal and certain journals give certain discount to authors depending upon the country and the financial status of the authors. My simple advise is that chose a journal that you can afford or offer a journal what you can afford or change the journal for submission.
APA charges on paper publications does not make a journal of less quality. They are used by these journals for defraying cost associated with the publication. Many good journals offer great discount on their APA charges and it's affordable though. However, if you don't want to pay any APA charges, there are free, quality journals which you can submit your paper.
I think this is a good question,Some of these journals charge to meet costs related to indexing and some changed to open access online journals and they need to meet the cost of online publishing. So finally it does not mean low quality unless it changes to predatory after transfer of ownership as in some known journals.
Dear Asaad, there are many journals which are charging for publication and it does not mean that the journal has a low quality. Some of the journals are modes, some asks for fee that is a third of my salary.
However, charging for publishing, regardless the journal, makes me angry. In my opinion the science is timeless and there should be no fee, if you for example want to publish or to read some latest research lately. This way, they do create an image that they are more worth then the other. A big NO for charging to publish an article.
Certainly, the editorial board members& the reviewers have to be paid. International publishers also have to be paid. So, this does not mean that such journals are of low reputation anymore!
There are basic costs in keeping a quality journal up & running, and they may not be fully covered by subscription. So why not pay to get your work published in a journal of repute?
They are Profit making Journals. They have included our name in Editorial Board, but also charge money for the article publications. I hate these journals. Because of such journal quality of article is degrading.
Acceptance of publication in these journals is restricted to the quality of research writing and scientific material, but this does not mean that the rest of the research published in other journals is not good enough, but magazines published in a publishing house or Scopus Foundation have special and strong controls in the publishing question
All journals need money for the purpose of managing the publication process. For instance who will pay for setting up of the website. How about the editorial board and management of the peer review process. Journals must also be members of abstracting, indexing and ethical associations whose application to join and maintain membership need money

That is called APC=Article processing charge. Check the details given below.
An article processing charge (APC), also known as a publication fee, is a fee which is sometimes charged to authors to make a work available open access in either an open access journal or hybrid journal. This fee is usually paid by an author's institution or research funder rather than by the author themselves.
