It depends on the way that you prepared the polymeric film. if you choose a method which provides more surface roughness, then it will give you a hydrophobic surface.
Changing surface morphology can affect the contact angle. Also, increasing surface roughness of a hydrophobic (hydrophilic) film will make it more hydrophobic (hydrophilic)!

your process should avoid solvent by melt pressing a film to get accurate value. Solvent casting not the best way to measure contact angle. Roughness and residual solvent would affect the same.
