Why people are not revealing certain things about the project in journals?

Mostly i seen Indians...They won't reply back also..They will keep in their pockets..Is any particular reason behind these.

When scholars withhold information about a study, it is usually either because they are inexperienced and do not know how to write an academic paper, or (more seriously) because they think that the information would weaken their paper and reduce the chances of it getting published.
