They are not bands. You did not get any PCR product. Check your protocol and do gradient PCR to know correct annealing temperature. If these primers are published, just check the related publication.
I agree with Abhijeet Singh these bands are probably primer dimer. This happens when too much primer is used at too low a temperature and when both primers have a short complementary sequence. The primers anneal together and amplify very well so there is no primer left to amplify your product properly.
Some remedies are
1 use much less primer
2 use a hot start enzyme
3 do not leave the primer mix and enzyme at room temperature before starting cycling ( put on ice then straight on to the pcr machine)
Sorry to tell you if they are not PCR products but seems like primers and if you would publish your research result please stop to the steps prior to PCR amplification only
