Dear Zornitsa,
First of all this data might be compare to data of other regions, countries or the word. Is it lower than others or not? If I understand your question right, you are looking for why it is so low. I think there are many factors influencing that a company is innovative and able to carry out innovation. For example: information about market and its tendencies; cost of innovation; available capital; quality of human resource (I mean management); existing company strategy; and so on.

I fully agree with Aleš Kralj.
Having (as a Belgian representative) participated to several meetings with the European Commission (EC) for establishing EC technical directives and regulations (directives, regulations, delegated acts, …) I noticed that, even if the contrary is often said, the main objective of these regulations is just to achieve given safety or efficiency targets in the frame of European policies while fostering collaboration. Not to trigger innovation. The key sentence is "Europe goes forward achieving ambitious policies" not "Europe is innovating".
Regulations are then often used by companies for marketing purposes to enhance their own solutions (slow innovation) and increase their own market share. This is accompanied by strong lobbying that only big companies can actually sustain (in line with their strategy). The result of too much framing the technological development and forcing collaboration at European level ends up at favouring big companies at cost of SME’s which are discouraged to innovate and finish disconnected.
This is of course not the case for all EC directives or regulations in all technical or scientific fields, but there is according to my experience a major trend in such non-innovative direction.
