Kindly note that the holacracy is suitable for the organizations which are flat. In this way you can see that the most suitable model is the "Cooperative Organizations" who has the "equal vote" and "voluntary membership" which make flat the structure of the organizations in which the Holacracy can be happened in it's administration.

Holacracy is a philosophy.  It can be used with an organization that is open to learning, changes, challenges, understanding the consequences of risk, and embracing failures and mistakes.  If these factors are accepted in the vision and mission of an organization then holacracy becomes the accepted norm.  However, the trust and accountability has to have some values that people share and agree that this is the way the results are accomplished.
