At first, you have to check presence of blood cells, microscopically. The presence of RBCs is likely due to urethral injury.
Before reaching a conclusion you have to clinically check the pelvic genitalia of the bull.
One helpful point is whether this was accidentally (once or twice) or in all collected samples since 3 weeks.

It seems to be mixed with blood because of reproductive tract's injury or inflammation. You can check RBC or WBC under microscope.
Blood. Try to centrifuge to identify if there are erythrocytes or hemoglobin. Start antibiotics.
