I've set up three electrode system for supercapacitor.
Before the test, I've performed blank test consiting of two Pt electrode (working and conunter), reference electrode (SCE) and 0.5 M KCl solution.
But whenever I tested, the results is unstable and weird.
Actually, I don't know what the problem is.
Why does the blank test is unstable?

As Artur points out, if the actual sample provides a significantly greater signal than the blank the magnitude of the noise/fluctuations will be irrelevant.
Of course, if you still see large fluctuations with the actual sample you should check the potentiostat with an electronic dummy cell; the SCE for any damage to the frit and that the salt is saturated; that the connections are robust (I have been astonished to find in some labs corroded crocodile clips or frayed connection wires). You can also create your own Faraday cage by wrapping some aluminium foil around your entire cell and connecting it to the earth connection.

such a perturbation[1-3], in a highly conducting (0.5M KCl) solution, above all, is due to the surface oxide[3,4] on the two Pt, same, electrodes (in your blank test).
