While Linux has its own bits of share in other things of daily life including software development, internet security, server and data analytics; why does it lags behind in academics and research especially in biological sciences despite of having financial advantage?

In my opinions as there is lack of mainstream profileration of linux espically in day to day working like in our local muncipal governance office , local hospitals , local registrar office , courts ,tolls etc espcially talking in indian scenarios ,limited cross compatiblity of open software in while opening in MS office which is primiraily not licensed version and that too outdated one.
As such there is lack of usages and knowledge of common people to accept FOSS and there are no advertisment support and so many things which affests the health of FOSS and which results in lower acceptance of FOSS
On the User level, most people prefer Mac/Windows. But most services run on Linux. Linux is not popular for personal use but If you are in the field of computer science Linux is very versatile and hard not to use in most cases.
Most of the internet infrastructure is Linux based. As an example:
-Apache web servers
-A lot of routers and switches run some sort of Linux (kernel only)
-IoT and embedded devices run is primary on some Linus kernel
How do you know that? My impression is that academic and research institutions, having a UNIX heritage and tradition, use Linux more than anything else. The Linux philosophy of sharing achievements with the rest of the world, also aligns better with the way that science and research makes progress worldwide.
