Why do governments and independent economists/reviewers always interpret the same data/results/pictures in contrasting ways? Is this what we call "political" viewpoint/decision-making? Who does the general public trust more?

There might be many reasons for this, and political considerations are surely part of the equation. Often it is also insufficient skills and knowledge. I experience this at times with regards to Environmental Impact Assessments, where someone from the Department of Environment comes to entirely different results that an independent consultant. I am certain that similar can happen with economists. I am not sure, how this can be changed other than that those who are disadvantaged from decisions that result from such take up the matter and protest in an organized way..
Governments often have a bottom line (usually cost). Governments often call for bids for an action on the part of the contracting party. Governments of argue their support for their bottom line choice on the basis of supportive theories instead of just saying that cost was the main determining factor of their choice. Other parties not involved in the government or interested in the bidding for a contract, are free to argue for their choice among alternatives without cost as a constraint.
