A possible answer is that Russia perceives the War in Ukraine as a conflict between the 'West' and the 'East', because the USA and NATO (in adittion to the EU) have spent a large amount of money and ammunition in order to support Ukraine's fight against Russia. Thus, Russia is responding in the same way by arming the enemies of the' West' in terms 'the enemy of my enemy is my friend'.
I am not totally sure about the declaration you refer to. I will take the post in "X" from June, 6, 2024, 1931 ECT. From this post I would focus on "more precisely, use these arms against our country". That is, Medvedev stresses that is not only NATO countries and other supplying weapons to UKR, but allowing her to use these arms against Russian territory.
Actually, this US and allies' decision to allow UKR using the weapons against Russian territory, as opposed to Russian troops, is a clear escalation from Cold War standards. That a third party fought either US or Soviet troops in a third country was normal during the Cold War. The North Vietnamese and the Vietcong killed a number of Americans in Vietnam. The same goes for the Afghan mujahedin fighting Soviet troops in Afghanistan with US surface to air missiles. But US or Soviet territory was considered out of limits.
This rationale is the same used in the recent tit for tat between Israel and Iran. Israel attacked an Iranian diplomatic asset in Syria, and Iran decided to attack directly Israel territory - making it public enough so that it would be a political escalation rather than a military one. Israel answered by directly targeting Iranian territory.
I think this is the point Medvedev really wants to make. Allowing West supplied weapons being used against Russian territory is a clear escalation from Cold War history. The UKR reason I guess is that of military necessity. I assume (I am not following this war closely and I do not have intelligence about it) that Russian offensive against Kharkov must have military bases in Russian territory, so UKR sees a requirement to isolate Russian troops from their supply bases, or atacking the stockpiles there. Thus, the West waiver on the use of their weapons has followed. But I am not aware if this "waiver" has come with any caveat, that would be something like "OK, UKR may use weapons against Russian territory in Kharkov area of operations, but not in Crimea or Mariupol ", which are recognized as UKR territory, and targeting Russian troops there should be enough to meet the military requirement.
Anyway, I personally consider that an escalation is not good news, and that converting a military requirement into a political factor could be a mistake.
If I were Russian I would be looking for a similar situation to theirs, that is, I would try to find a Western country sovereign territory being used as an operational base for direct military action: this is something UKR has been pointing to when comparing the US and others defence of Israel against the Iranian attack to the absence of foreign defence against Russian attacks on them. But the Russians would still need to find a third party "willing and able" to attack an eventual NATO ally and then become subject to Article V of the Washington Treaty.

Rusia creando espacios grises en el Caribe envía barcos de guerra (uno nuclear) a Cuba. Rusia provoca frontera con países bálticos.
En el plano económico, los BRICS, procuran actuar en consecuencia en contra de occidente, su mayor anhelo sería crear una moneda cambio universal que se oponga al uso del dollar.
