Apparently more of the H are imbued in the presence of the co-catalyst giving the combination more potential for reduction.

Obviously the co-catalysts increase the potential.

Co-catalyst will increase the potential but what is the physical insight?

Both Co(II) and Ni(II) have smaller reduction potentials than Cd(II). So, my thinking is that the highly negative phosphide ions cause the increase in the reduction potential.
