Why actin cannot be considered as a suitable reference gene for miRNA differential expression studies?

I would like to know what are the best reference genes for miRNA studies under chilling stress in tomato plants? If there is a lack of suitable reference genes, can we run the real-time plate with actin as a reference gene and then minimize its adverse effects on the data analysis in a way? I have attached an article to this question. As you can see, the researchers used Actin as a reference gene in this study. I would be glad if you could tell me if the methodology employed in this research paper is correct or not? Also according to this article, just one reference gene has been used. Is it a normal way of studying miRNAs?
