SEM and Partial Least Square SEM are methods while Spss Amos and Smart Pls are tools. Dont mixed up between the two.

Amos is better for a structural equation modeling approach as it brings out the significant and non significant variables that can be helpful to come up with the final model.

If your method of analysis is SEM or we termed as Full SEM then the software is of course Spss Amos because Smart Pls is not meant for Full SEM or sometimes called CB SEM. The same goes to Pls SEM or VB SEM.

This preference is also related to your number of samples. If you have a low sample size (ex. 150-200), PLS can give more accurate results.

SEM is Full SEM or previously called Covariance Structure Modeling. In fact, Partial Least Square SEM is not SEM. It is path modeling.

PLS-SEM is good for complex modeling and when some assumptions of SEM are not being met. Also, It is very important to report the valid justification of using SEM-PLS as selected approach(it is not that easy). You have to read some useful article, check this out if you would like to know more about invalid arguments of using SEM-PLS:

If your sample size is low, your sample "is not"normally distributed and you do not want to deal with "goodness of fit" criterions than you should go for Smart PLS. Plus, AMOS is an old-fashioned software, even IBM does not invest to upgrade the software and it does not have a MAC version.

Never use PLS for serious research like PhD thesis or high quality academic article. Good journals refuse to accept article if you use PLS. SmartPLS was developed to handle data suffering from GLM assumptions violations. Always use AMOS (CBSEM) even if you are using formative model. MIMIC is the technique that allow formative modelling in SEM.
