That's why I am for several last years writing (often with co-authors) articles on social/humanitarian advantages of New Public Governance against New Public Management. NPM is clearly tied with private sector's methods in public administration not only quantitavely, but also psychologically and morally. That's why New Public Governance is superior socially with its openness, transparency, social quality, social justice, social responsibility, non-corruption and active NGO's.
However, in the present hurrying situation many things depend on technical assistance for vaccines, which means that logistics, chains and speed matter much for the benefit of mankind.
