Based on the hierarchy of evidence developed by Moore, McQuay, and Gray (1995) as described by Dr. Holm (2001), which level of evidence is most important and which one should we use?

“Each level of evidence contributes vital, but different, information to our body of knowledge. Without Level V studies, there would be no foundation for studies at other levels“ (Holm, 2001).
Ideal is the highest hierarchy, but depends, what our research question is trying to explore, at what level we are trying to explore; for example in our graduate studies; students were repeatedly reminded not to choose broader question and interventional studies(time was less, budget was restricted) as you have to do the level one studies that are descriptive types. See, what is feasibility, demands of question and all other factors needed to be considered, while deciding which level suits best for particular type of research inquiry.
