I want to use a concrete methodology, could you please suggest me which methodology (Qualitative, Quantitative or Mixed) do you recommend for my research?

To me the following part of your question " What methodology should I use to measure" is informative and calls for many questions and remarks:

2. Your research design has not achieved a mature state.
3. You need to find out and clarify the (most) significant viewpoints that are present in your current version of research proposal and use them in formulating information seeking strategies. Examples of relevant methodologies will surely be found during your literature review process. Your currently open question "what methodology should I use" will probably be changed to "should I use methodologies A, B and/or C?"
Please keep in mind, that the processes of research design, including the literature review are iterative in nature. In other words, you need to return to the ideas and sources you already have been working with. Unfortunately, the institutional views about PhD degree do not well recognize these iterations. You need to have control over your own processes on a more detailed level.
I think your choice of methodology depends on your objectives of study. Your study can be explored using mix method of research. Since your study has a time tag of 2014-2018 . You can source for secondary data from EU archives . You can also interect with people in government to get primary data. Hope this information can be of help you.
