Different researchers have been trying to estimate the percentage of persons with disabilities in Kenya since 2007. Between 2007 and 2019, five independent studies have been conducted, each reporting significantly different results eg 4.6%, 3.5%, 13.5%, 11.4% and 2.2%. Utilizing all this published information, what Statistical treatment can be used to get the true estimate of disability prevalence.

This warrants going through all the studies quoted and looking for all methodological details, sampling frame, type of sampling, ascertainment of a case, stat. methods, socioeconomic and cultural factors, etc. This itself could be a study.
By looking at all the studies, the existence of a sample that will represent the universe can be checked by reviewing who the participants are, age groups, gender, the regions where the research was carried out.
I don't believe these varying results to be solely an outcome of statistical procedures nor do I believe they can be solely fixed by one. Reports on prevalence vary because of the selection parameters they use. For example, we see a lot of variation in the overall prevalence of visual impairments due to the fact some would include individuals who acquired the impairment with age whereas some others would exclude that population. Therefore, establishing clear guidelines that are recognized by authorities (such as the Education Ministries, and prominent organizations that tap the field such as WHO, CEC etc) which are applicable to the studies country would be the starting point.
