In the Global Knowledge Economy, the role of human talent reigns supreme. Future national performance in Human Development Indices and GDP growth is determined by the talent pool available to nation states. Economic Development policy-making and growth projections are best girded with relevant Labour Market Information and Intelligence. Which states are the leading avatars of LMIS globally ? What are the features and characteristics of their LMIS ? How does one objectively measure, compare and contrast national LMIS's ?
Always? The USA let's in cheap labor South of it but is very hard on immigrants with education. As a faculty member I see how hard it is for grad students and graduates but if a person is a common laborer and from South of the border they can come right in and not even pay taxes. Many of the social programs they have access to.
The Canadian government is currently reforming its LMI service, trying to improve something that was already efficient, focussing on international best practices. The new system should be available shortly, but no evaluation will be possible at the medium term ...
In a federal system, like Canada, the development of LMI systems must be done with regional governments, which slow down the process, but the last iteration will give more power to the central government in the production of LMI.
You are right, LMI now is clearly associated with learning, and the Canadian government is looking for the best ways to connect both.
Canada is good for that, yes.
I think I would consider a few things. One would be whether there is regional representativeness. Another is how large is the survey. Another is how frequent the survey. You could pick a sample of countries for reasons of personal interest and try to find out the answers to these questions, and voila, you have some interesting information to compare and contrast. But it would take some work to find the methods of the surveys for those countries, so I'd be inclined to work with ones which make good access in languages you speak of their statistical methods.
During several decades o year was considerated human kapital and information as determinants of wages on the labora market; nevertheless we find out in several research about technological change that salaries are determinated by demand too.
