For a long time, many Post/Base newspapers had a police blotter listing the infractions made by service members. Drunk and Disorderly, DUI, etc. were listed. Though I am unsure of civilian access to the back issues of these newspapers. Additional branch themed papers Air Force Times, Army Times, Navy Times would be a good source to start also. From there, a quick call/email to a Post/Base Public Affairs office could point you in the right direction to speak with appropriate officials.
I don't believe you'll be able to find good primary sources short of interviews or FOIA requests for records. The Military Times publications are not going to give you hard data (many articles are opinion pieces). You'll have better luck with think tanks (like RAND) that do that type of research on behave of DoD. Defense industry publications (Defense One, American Military News, etc.) may offer some information for you, but mind the opinion pieces they offer as well. Public Affairs may give you an official statement, but keep in mind the geographic location. Location and environment could play heavily into the answer. Hence, just one sample, from one base is not going to cut it in providing a clear picture.
