It results in the improvement of human and social conditions and in the betterment of society. Such change can occur at many levels, including individuals, families, communities, organizations, and governments. Positive qualitative change is driven by ideas and actions with real-world implications. However, it is much less tangible than quantitative impact, and therefore more difficult to evaluate. It includes such factors as reputation, goodwill, value of the brand and lost opportunity, among others.
Without a doubt the opportunity to learn is far more important. Learning and knowledge are forms wealth that nobody can steal or take away from you. It continues to grow exponentially. Earnings such as money are ephemeral and just skin deep. There is no end or limit to learning; it is like the mathematical concept of infinity.
Opportunities to learn would be better to make a qualitative change in humans. One cannot earn in an empty head. This is because learning brings exposure to human cognitive, affective and psycho-motor development towards a better life.
The opportunity to earn is a good motivator for qualitative change. A learning that is not transforming to earning is useless. My definition of earning goes beyond earning money. It could be respect, honour, etc.

Fabulous and relevant. History has always sought knowledge and then a way to profit from it. The profit can be materialistic or metaphysical. Knowledge is power, that power is interpreted differently by people. As a nurse, knowing that I can help someone is JOY. But, it is knowing how to help people that provides my living. Which is more important for a positive qualitative change: Opportunities to earn or opportunities to learn?
Logically should be opportunities to learn first - because learning increases our knowledge, competency, skill sets etc. before we are productive to earn. However, some people might not have the opportunity to learn in their early life whereby they need to focus on the immediate opportunities to earn - but they still can turnaround or transform in which at later stage they might invest more in learning.
People focusing on opportunities to earn without focusing first on opportunities to learn is like a person digging the ground using bare hands without considering using any tool that can help them to be more productive.
I think it depends on the lifestyle one pursues. if one put spiritual life first. to learn is important. If one put material life first. to earn is important.
Creating opportunities to learn can contribute to have opportunities to earn. When we teach our children of new topics/issue, they might get an idea on how to use their new to learnings to earn for themselves.As Jack Ma said, when there are problems, there will be opportunities.
Very interesting topic Opportunity and Oppertunity are not necessarily contradictory. Broadly speaking, since learning is the need of life, opportunities to learn are everywhere at any time in life. As specifically for academic development, Schooling is a preferable opportunity. However, if schooling is not possible for people at war or in educationally and economically deprived areas, I suppose people can combine opportunities to learn with opportunities to earn.
Organizations and academic institutions should provide necessary infrastructure and rewards for employees to explore and
utilize opportunities to learn and share the learning with other departments to grow together i.e opportunity to learn coupled with opportunity to earn will bring the positive qualitative change in the society.
