I do not think much about the questions asked in the research gate that are copied word by word from other sites. However, I see no problem if the source of the asked questioned is mentioned. The same is true regarding the answers given to such questions. It is often the case that answers to these questions are platitudes or disguised forms of unwanted plagiarism. So it is better, to make a quotation and mention the name of its author than to inadvertantly present it as a personal answer or saying mere platitudes.
I cannot but agree with you. It is better to make use of quotes of great minds than present personal quotes that most of the are nor as personal as they seem to be at first glance
May be the questioner believes in professionalism, social and academic excellence of researchgate users, so he/she forwarded the question here for reliable answers.
In researchgate you are able to see important information such as academic background and university of the people replying or answering your questions.
So if I ask a question on a particular subject let say Chemistry, I will take answers from students and Professors of Chemistry more serious than anyone else.
Anyone can open account on qoura but not researchgate. Here you need a university e-mail to be able to sign up.
In view if this, I believed that it is normal to ask legitimate questions irrespective of where they were asked before, and you don't need to cite the references.
