There is no global answer for this. The right answer is that it depends on the quality of the paper and what the authors want. Authors need to realistically assess the quality of their paper and then choose a journal that is right for that paper, not too prestigious and not too low level journal. It depends on what authors want as some authors care about speed of publishing, some others care more about readership (how many people read or have access to the journal, what kind of people read the journal, professional/practitioners or academics etc), some other care about the prestige of the journal etc.
