Which of these is most appropriate: Stata, EViews R, SPSS or SAS...or any other?

You seem to be dealing with numerous groups with multiple variables. Therefore, it is better to use multivariate discrimination methods such as PCA, DCA, or NMDS. For this objective, you can use NTSYS-pc, PC-ord which is user-friendly software. Also, you can try R program such as r-cran packages listed below

I suggest Scilab (https://www.scilab.org), an open source and multi-platform alternative with a very intuitive syntax. It is also particularly well-suited for matrix algebra applications.
Another option is R. Here is a page with tutorials and technical applications https://viniciusvale.github.io/NEDUR/IP-R.html. Phyton is also an option, a good reference is http://www.real.illinois.edu/pyio/.
I suggest Matlab (suitable for matrix algebra) or Python (see http://www.real.illinois.edu/pyio/ and https://pymrio.readthedocs.io/en/latest/)
Most analysis I've seen uses Excel and Matlab. REAL at Illinois may have further good resources - http://www.real.illinois.edu/
