Whether preparing a article (objective wise) from own research report which is already online and submitting to a Research Journal for publication will be considered as Self-Plagiarism?

If the work is already published online, then duplicating it blindly would be self-plagiarism. However, using aspects of the work with proper citations in another research driven by different research questions would not be self-plagiarism. Best regards

I think it is not as complex in the sense it look alike, under certain circumstances, plagiarism can be avoidable with alternative writing or referring your own earlier work of the self resource/ report, one should be very careful when publishing the data online.
