The reactions between acids and bases are extremely fast. The rate of neutralization of fatty acids by NaOH is probably controlled by mass transfer. 

While you are probably asking about the kinetics of fat/oil hydrolysis by NaOH to fatty acids. If so, please change the wording of your question
