I have found this article "Urban drainage models for flood forecasting: 1D/1D, 1D/2D and hybrid models" ( Simões et al) in which AOFD is used to model floods in urban areas.
Are you using remote sensing data? satellite images or aerial photos? In that case, Enmap toolbox has a nice module to locate water masses. See http://www.enmap.org/?q=enmapbox

The software needs a good knowledge on how it works, as it is not yet 100% user friendly. If you want, I can provide you a copy of the software and some support on how to use it.
